  * AVIATION: Singapore Airlines launches 'Asia Airpass', a discounted fare scheme for passengers flying long-haul beyond the island nation. Ministry to decide the model concession agreement to be followed for the privatisation of six airports. 

* ECONOMY: Bank of England has kept rate and asset purchase programme size unchanged at 0.5% and 375 bln pound sterling, respectively. 

* ECONOMY: Siddharth Tiwari, IMF director of strategy, policy and review department, will be appointed chief economic advisor for three years. 

* ENERGY: The finance ministry has agreed to give an additional 90 bln rupees as oil subsidy to state-owned oil companies, sources said.

* INDEX CHANGES: Nestle, Tech Mahindra, YES Bank to be included in MSCI India index from Nov 26. Unitech, Wockhardt, Bank of India, and Canara Bank to be excluded.

* RAILWAYS: RELIANCE INDUSTRIES, ESSAR OIL join race to sell diesel to Indian railways, a business that will was so far dominated by public sector companies.

* REGULATORY: SEBI has recovered 1.08 mln rupees from two financers for alleged irregularities in IPO subscriptions of various companies from 2003 to 2005. Competition Commission of India has imposed a total penalty 41,393 rupees on the Tamil Nadu Theatre owners Association. RBI has signed two MoUs on supervisory cooperation and exchange of information with regulators of Australia and New Zealand .
